1996 Mar
The Nicaraguan government granted a 30-year, 153,000 acre concession to the Korean company, Kum-Kyung, for a $20 mil. logging investment. The area overlaps the land of 364 families of Awas Tingni Indians. The Sumos Indians assembled a team of lawyers and fought the concession to the Supreme Court. They then brought a complaint before the Organization of American States for violations to fundamental Indian rights.

In Colombia 2 observers from the Organization of American States were kidnapped by rebels and on candidate of the upcoming elections was killed. Rebels detonated some 20 bombs across the country and 2 policemen were killed as they tried to defuse car bombs.

The Washington-based OAS declared Colombia’s attack on rebels in Ecuador a violation of Ecuador's sovereignty and called for OAS Secretary-General Jose Miguel Insulza to lead a delegation to both countries to ease tensions. But the resolution stopped short of explicitly condemning the assault. Pres. Chavez said Venezuela will search for other countries like Ecuador, Brazil and Argentina to replace products imported from Colombia.

Presidents from around Latin America gathered in Nicaragua for meetings on how to resolve the coup in Honduras, the fist in Central America in at least 16 years, while the European Union offered to help start talks between the two sides. Security forces used tear gas and rubber bullets to scatter protesters, who hurled rocks and bottles as they retreated. At least 38 protesters were detained. Zelaya said that Organization of American States Secretary-General Jose Miguel Insulza had agreed to accompany him back to Honduras.

In Venezuela a group of college students ended a hunger strike after 17 days following a meeting with Organization of American States representatives to air their concerns about human rights. A dozen students started the protest Nov. 21 outside the OAS office in Caracas, aiming to press the body to look into their complaints, including allegations that President Hugo Chavez's government abuses the legal system to persecute opponents. Jesus Ramirez Bello (20), a student, was shot and killed during a protest in the southwestern city of San Cristobal, Tachira state. 2 suspects were later detained in the killing.
