In Iraq religious vigilantes killed a college student as he chatted with his girlfriend at a Tigris River promenade in northern Baghdad. Over the next 3 months 18 more young men were killed with one bullet to the head. In Jan police arrested 4 men for the slayings.

In Honolulu, Hawaii, Xerox repairman Byran Uyesugi (40) killed 7 people at Xerox company offices. There was no apparent motive. He was convicted of 1st degree murder in 2000 and sentenced to life in prison.

1999 Nov 3
In Laramie, Wyoming, Aaron McKinney (22) was convicted of murder in the October 6-7, 1998, beating of gay Wyoming college student Matthew Shepard (21). Shepard died on October 12, 1998, at Poudre Valley Hospital in Fort Collins, Colorado. McKinney and Russell Henderson, who pleaded guilty to kidnapping and murder, were sentenced to life in prison. McKinney had faced the possibility of being sentenced to death by lethal injection. A deal was reached after Shepard’s parents agreed to accept two life terms in prison for their son’s killer.

1999 Nov 11
Javed Iqbal (40) killed his 87th victim, Mohammad Imran (15). Iqbal dissolved the bodies in vats of chemicals and left photos and notes that described his victims. The story became public in Dec. when his killings reached 100 and he made his story public. Iqbal surrendered in Lahore, Pakistan, on Dec 30. He was found strangled with bed sheets in his cell on Oct 7, 2001.

Nathaniel Abraham, at 13 one of the youngest murder defendants in US history, was convicted in Pontiac, Michigan, of second-degree murder for shooting a stranger outside a convenience store with a rifle when he was eleven. Nathaniel was sentenced to juvenile detention. He will be released Jan. 13, 2007, when he turns 21.

1999 Nov 22
Raymond Edward Wong called Pinole, Ca., police to report that Alice Sin (21) of Pinole, Ca., had not come home. Sin’s decomposed and bullet-riddled body was found Jan 25, 2000, in Churchill County, Nevada. In 2011 police in Pinole, citing new evidence, arrested Raymond Wong, the father of her child. Wong’s 2nd girlfriend, Jessica Tang, later testified that all three had driven into the desert and she and Wong shot and killed Alice Sin, who was reportedly pregnant at the time. On June 27, 2015, Wong was convicted of first-degree murder.

In Kansas Tom Bledsoe (25) confessed to the rape and murder of a sister-in-law (14). Days later he recanted and pinned the crime on his younger brother, Floyd. In 2015 Floyd was freed after serving more than 15 years of a life sentence after his brother confessed in suicide notes that he was the actual killer.

1999 Dec 3
In Monaco billionaire banker Edmund Safra (67), founder of the Republic National Bank of New York, was suffocated to death in a fire set by intruders at his home in Monte Carlo. His American nurse, Ted Maher (41), was jealous of other servants and later admitted that he had set the fire and fabricated the intruder story to gain attention. Maher was convicted in 2002 and sentenced to 10 years in prison. Maher escaped but was soon captured.

1999 Dec 9
Xiana La-Shay (7), Xiana Fairchild, was last seen at a school bus stop in Vallejo, Ca. Her skull was found Jan. 19, 2001, in the Los Gatos hills and police focused on Curtis Dean Anderson as the primary suspect. Anderson (1961-2007), while serving a 251-year sentence for another kidnapping, was arrested in 2004 for Xiana’s murder. In 2005 Anderson pleaded guilty to kidnapping, molesting and murdering Xiana.

In Lesotho Val Pringle (63), American entertainer, was stabbed to death while confronting burglars at his home outside Maseru. Police later arrested 2 men suspected in the murder.

In Tampa, Fla., Silvio Izquierdo-Leyva, an employee at the Radisson Bay Harbor Inn, shot and killed 4 co-workers and a motorist as he tempted to steal a car before police arrested him. Izquierdo-Leyva later pleaded guilty and was sentenced to life.

In India Jessica Lall, a young New Delhi bartender, was shot and killed by Manu Sharma (24), after she refused him a drink at closing time. On Feb 21, 2006, Sharma the son of a powerful and wealthy politician with interests in sugar mills, and 8 friends were acquitted. Protesters took to the streets, holding candlelight vigils and waving signs calling for justice; officials from the president to the capital's police chief called for a review of the investigation. Courts convicted Sharma in 2006 and sentenced him to life in prison. In 2011 the Hindi film “No One Killed Jessica” was based on this story.

In Vitina, Kosovo, Merita Shabiu, an 11-year-old Albanian girl, was raped and murdered. On Jan 16 American soldier, Staff Sgt. Frank J. Ronghi (35), was charged for the rape and murder. Ronghi later confessed and was sentenced to life in prison.

In Belgrade Serbian paramilitary leader Zeljko Raznatovic (47), aka Arkan, was shot dead along with associates. Serb police later arrested 3 suspects, Dobrosav Gavric (23), Dejan Pitulic (33), and Vujadin Krstic (36), and called the murder a gangland hit.

In Kosovo an American soldier, Staff Sgt. Frank J. Ronghi (35), was charged with the rape and murder of an 11-year-old Albanian girl.

Michael Skakel, a nephew of Robert F. Kennedy, was charged with bludgeoning to death 15-year-old Martha Moxley in Greenwich, Connecticut, in 1975, when he was also 15.

Pro Bowl linebacker Ray Lewis was charged with murder in the deaths of two people outside an Atlanta nightclub hours after the Super Bowl. Lewis ended his trial early by pleading guilty to obstruction of justice; two co-defendants were acquitted at trial.

In Kandahar, Afghanistan, a 10-year-old boy executed a man convicted of murdering his father. A man convicted of highway robbery was also ordered to have his right hand and left foot amputated according to Islamic law.

In Colorado 2 teens, Nicholas Kunselman (15) and Stephanie Hart (16), from Columbine High School were shot and killed in a sandwich shop near the school, which was still reeling from the April 1999 massacre.

The state of Texas executed Betty Lou Beets, 62, by injection for the 1983 mur-der of her fifth husband. Governor George W. Bush refused to intervene. She was the 2nd woman executed in Texas since the Civil War.

In Germany 3 teenagers of American soldiers hurled large stones off a pedestrian bridge in Darmstadt and killed Sandra Ottman (20) and Karin Rothermel (41). The 3 teens were convicted of murder and sentenced up to 8 ½ years in prison.

In Baltimore Joseph C. Palczynski shot and killed 3 people following a breakup with a girlfriend. The next night he killed another woman and wounded a 2-year-old boy during an attempted carjacking. On Mar 17 Palczynski took 3 hostages and held off police for 3 days. He was fatally shot by police on Mar 21.

In Memphis, Tenn., an off-duty firefighter, Frederick Williams (41), shot and killed 2 firefighters and a sheriff's deputy. Letter carrier Stacey Williams (32), Williams’ wife, was also found dead at the site where a fire was started.

In Mexico police announced that 6 suspects were arrested for the slaying of a police chief in Tijuana and 14 other people. The suspects were reported to be acting as hit men under orders from Vicente Zambada Niebla, the son of a drug trafficker in Sinaloa.

In Costa Rica 2 American women were found shot to death near Cabhuita. Emily Howell of Kentucky and Emily Eagen of Michigan were attacked while driving an SUV. A 16-year-old boy was later arrested and 2 other suspects were sought. Jorge Alberto Urbina (19) was arrested Mar 28. The 16-year-old was sentenced to 14 ½ years in prison.

2000 Mar 17
In Uganda 330 followers of the Movement for the Restoration of Ten Com-mandments of God, led by Joseph Kibweteree, burned to death in a mass suicide in Kanungu. Children were involved and it was not clear if Kibweteree was killed. More bodies were found at the house of Kibweteree. Foul play was later suspected instead of suicide. 448 other victims were later found.

Former Black Panther Jamil Abdullah Al-Amin, once known as H. Rap Brown, was captured in Alabama; he was wanted in the fatal shooting of a Fulton County, Georgia, sheriff’s deputy. Al-Amin maintains his innocence.

In Texas Robert Wayne Harris (28) shot 5 people to death and critically injured one person at the Mi-T-Fine Car Wash in Irving. Harris was arrested the next day. He had recently been fired for exposing himself to 2 women at the business. Harris was sentenced to death on Sep 29.

In Nanjing, China, 4 unemployed youths broke into the home of Jurgen Hermann Pfrang (50), an executive for DaimlerChrysler, and stabbed him to death along with his wife and 2 children. The 4 were found guilty of murder and robbery on 7/14/00 and sentenced to death.

Detroit police arrested John Eric Armstrong (26), a suspected serial killer. Armstrong was reported to be responsible for killing some 20 prostitutes since 1992, when he served in the US Navy aboard the Nimitz.

In Spokane, Wa., Robert L. Yates Jr., a National Guardsman and the father of 5, was arrested for the murder of a 16-year-old prostitute and suspected in the murder of as many as 17 other slayings in Washington state.

Sparkle Rai (22), a black woman, was found dead in her Georgia apartment. She had recently married Ricky Rai (20), the manager of a grocery store in which she worked. In 2008 Chiman Rai (68) was convicted of felony murder. Prosecutors charged that Rai teamed up with Willie Fred Evans and Herbert Green to serve as middlemen. The two men passed along $10,000 to brothers Cleveland and Carl Clark. Carl Clark allegedly drove the car and Cleveland Clark, a 300-pound ex-con who also faces the death penalty, carried out the killing.

Sarah Phillips (13) was found strangled to death at her home in Vacaville, Ca. Curtis Wilson (19) was arrested and later convicted of murder and attempted rape, based on DNA evidence. The conviction was upheld by the California’s Supreme Court in 2006.

Igor Domnikov (42), a reporter for Russia’s Novaya Gazeta, was found in a pool of blood at his Moscow apartment building. Domnikov died July 16. In 2007 a court in the city of Kazan sentenced four men to life in prison, and three others to prison terms ranging from 18 to 25 years after finding them guilty of killing 23 men, including Domnikov, and of eight kidnappings. The convicted gang's leader Eduard Tagiryanov, who was sentenced to life, told the court that Domnikov's killing had been ordered by former deputy governor of western Lipetsk region Sergei Dorovsky for a series of critical articles on his policies.

Sante Kimes and Kenneth Kimes, mother-and-son grifters, were convicted in New York of murdering Irene Silverman in a plot to steal her elegant townhouse mansion. The body of the 82-year-old millionaire widow has never been found.

Two gunmen killed 5 workers in a Wendy’s restaurant in the Queens borough of NYC. John Taylor (36) and Craig Godineaux (31) were arrested 2 days later. Taylor was sentenced to death in 2002.

In Olathe, Kansas, John Edward Robinson was arrested on sexual assault charges. 2 female bodies were found on his property in La Cygne, Kansas, the next day and 3 more 2 days later in 55-gallon drums in a storage locker in Missouri.

In Dessau, Germany, Alberto Adriano (39), a 20-year German resident from Mozambique, was kicked to death by 3 men. Enrico Hilprecht (24) was later convicted and sentenced to life in prison. Two 16-year-old accomplices were sentenced to 9 years each.

In India upper-class militia stormed Miapur village in Bihar state and massacred 34 women, children and old men. The attack was in retribution for the murder of 12 upper-caste farmers five days earlier, which in turn was preceded by the murder of 5 low-caste Yadavs. Police later arrested 11 landlord-paid militiamen.

In San Leandro, Ca., Stuart Alexander (39), owner of the Santo Linguisa sausage factory, shot and killed 3 government meat inspectors, Jean Hillery (56), Tom Quadros (52), and Bill Shaline (57). In 2004 Alexander was convicted of 3 counts of 1st-degree murder. In 2005 Alexander was sentenced to death.

Lucie Blackman (21), a British citizen working in Tokyo, became the 8th Western woman to disappear in the last 5 years. In 2001 police found her remains encased in concrete near the residence of Joji Obara, a wealthy businessman and prime suspect. Obara was formally accused Apr 6, 2001. Some 4,800 tapes were found that linked Obara to some 400 rapes over 25 years [see April 24, 2007]. On Dec 16, 2008, Obara was convicted for the abduction and dismemberment of Blackman, but acquitted of her murder. The court also upheld an earlier conviction for the rapes of 9 other women. In 2011 Richard Lloyd Parry authored “People Who Eat Darkness: The Fate of Lucie Blackman.”

In Mexico Augustin Vasquez Mendoza was arrested in Tehuacan. In 2005 he was extradited from Mexico to the United States to stand trial for his role in the murder of DEA Special Agent Richard Fass in Glendale, Arizona, on June 30, 1994.

Christopher McCulloch (13) and Blaine Talmo Jr. (14) were bludgeoned to death on a school playground in La Crescenta, Ca. Michael Demirdjian (15) was later convicted and sentenced to 2 consecutive 25-years-to-life terms for murder by torture.

Glenn and Justin Helzer murdered Annette (75) and Ivan Stineman (85) in Concord, Ca. They were accompanied by Dawn Godman. In 2004 Justin Helzer was convicted for 5 murders. Godman was sentenced to 38 years to life. A jury gave Glen Helzer 5 death sentences on Dec 17, 2004. The brothers were formally sentenced to death Mar 11, 2005. On April 14, 2013, Justin Helzer hanged himself in his cell at San Quentin.

In Woodacre, Marin Ct., Ca., Jennifer Villarin (45) and James Gamble (54) were murdered in the early morning. Villarin was the former wife of blues guitarist Elvin Bishop. Bishop’s daughter, Selina (22), was missing and police later arrested her boyfriend Glenn Taylor Helzer, along with Helzer’s brother and roommate Dawn Godman (26) in Concord. Body parts were discovered Aug 7 on the banks of the Mokelumne River and linked to Helzer, as was the disappearance of an elderly couple, the Stinemans from Concord. The body parts were soon identified as the remains of Ivan and Annette Stineman and Selina Bishop. In 2004 Glenn Helzer (33) pleaded guilty to 18 counts. [see Aug 1,2]

Nicholas Samuel Markowitz (b.1984), having been kidnapped in Los Angeles, was murdered near Santa Barbara after a feud over drug money between his half-brother Benjamin Markowitz and Jesse James Hollywood (20). The murder inspired the 2006 film “Alpha Dog.” Hollywood was not present at the murder, but ordered it. He immediately skipped town, but was arrested five years later in Saquarema, Brazil, with his pregnant girlfriend Marcia Reis. In July, 2009, he was convicted of first-degree murder and kidnapping and jurors recommended life in prison. In 2010 Hollywood was sentenced to life in prison.

John Kaiser (67), an American priest of the Society of St. Joseph, was found shot to death near Naivasha, Kenya. Kaiser was critical of the government’s human rights record. In 2007 a Kenyan court ruled that his death was a homicide.
