On Scott Pruitt's last working day the EPA moved to effectively grant a loophole that will allow a major increase in the manufacturing of a diesel freight truck that produces as much as 55 times the air pollution as trucks that have modern emissions controls. Fitzgerald Glider Kits of Crossville, Tenn., has donated tens of thousands to Rep. Diane Black, R-Tenn., a candidate for state governor, who had asked Pruitt to reverse an annual cap on glider manufacturers.

A report by the Environmental Integrity Project released showed some 30 states have reduced funding for pollution control programs, 16 of them by more than 20%. Forty states, meanwhile, have cut staffing at environmental agencies, half of them by at least 10%. Over the last decade, the US Environmental Protection Agency’s budget and work force have both decreased by 16%, and the Trump administration has proposed slashing the agency’s budget further while shifting more of its work to states.

The Environmental Protection Agency approved a new chemical for use in repelling mosquitos, ticks, and other disease-bearing insects. The newly approved chemical, nootkatone, is a nontoxic oil found in Alaskan yellow cedars (Cupressus nootkatensis) and grapefruits, and it is so aromatic and safe for humans it is used in foods and perfumes.

EPA Administrator Andrew Wheeler said he has finalized a rule to limit what scientific research the agency can use to formulate regulations, in a concession to big business weeks before President Donald Trump leaves office. Under the rule, the EPA will no longer be able to rely on scientific research that is underpinned by confidential medical and industry data.

A federal judge blocked a last-minute rule issued by the Trump administration to limit what evidence the EPA may consider as it regulates pollutants to protect public health. US District Judge Brian Morris in Montana delayed the rule until at least Feb. 5, giving the new Biden administration time to assess whether to go forward with it or make changes.
